Attendance Policy of Grand Casino Tirana

This GRAND CASINO TIRANA Casino Attendance Policy has been elaborated on grounds of Federal Law No. 155/2015 “On the Games of Chance the Republic of Albania” and Federal Law article 41 2b “Prohibition for the Casino Money Laundering and the Financing of Terrorism”, as well as in accordance with current legislation of the Republic of Albania.

1.0 GENERAL PROVISIONS

1.01 This GRAND CASINO TIRANA Casino Attendance Policy establishes attendance rules of the Casino, code of conduct of visitors in the territory of the Casino and is directed at compliance with legislative requirements of the Republic of Albania for regulation of gambling activities, countering the legalization of incomes received through crime (money laundering), and financing of terrorism, as well as ensuring public peace in the territory of the gambling venue, protecting against unlawful offence against interests, life, health, honor, dignity, reputation, and belongings of visitors and employees of the Casino, as well as interests and property of the gambling venue.

1.02 GRAND CASINO TIRANA Casino is a gambling venue located in Tirana at the address: Rruga 28 Nentori, 1001 Tirana, the Republic of Albania, exercising gambling activities with the use of gaming tables, slot machines and / or other gaming equipment, as well as rendering other related services.

1.03 Casino visitors are gamblers being present in a gambling venue, as well as other persons, whose access to the gambling venue is not prohibited in accordance with legislation of the Republic of Albania, as well as with this Policy.

1.04 Casino visitors may not be persons underage (less than 21 years old)

1.05 Receptionists must communicate with one another in a low tone of voice at their workstation. This policy is mandatory in the territory of the gambling venue and shall be observed by all Casino visitors. Upon request of the Casino’s employees any visitor of the gambling venue, who breaches this GRAND CASINO TIRANA Casino Policy, shall immediately leave the gambling venue. 

2.0 CASINO BUSINESS

2.01 The Casino operates 24/7 with service breaks organized for certain departments in order to meet maintenance requirements and maintain the building.

2.02 Adjustment of business hours may occur in the case of emergency, including, more specifically, natural disasters, health concerns, fires, mass unrest, strikes, hostilities (regardless of whether a war has been officially announced), acts of terrorism, terrorism threat, criminal acts (omissions), international or internal sanctions imposed by legislative or individual acts of public or administrative authorities of the Republic of Albania, other events and circumstances preventing the operation of the gambling venue.

3.0 OBLIGATIONS OF GAMBLING VENUE VISITORS

3.01 In accordance with requirements of article 69 no.9917, dated 19.5.2008 “Prevention of money laundering and Financing of terrorism in the games of chance activity”, before admission for services a visitor to the gambling venue shall be identified (registered), which may be done only on grounds of a Photo ID document presented by him/her.

3.02 Documents that can prove the identity of a natural person, a citizen of the Republic of Albania, on which basis identification (registration) of the Casino visitors is made, include:
a) Valid Republic of Albanian citizen’s passport
b) Republic of Albanian citizen’s ID card
c) International passport
d) Military service identity card
e) Valid driver’s license

3.03 Documents that can prove the identity of a foreign citizen, on which basis identification (registration) of the Casino visitors is made, include a passport of a foreign citizen (including regular, service, diplomatic ones etc.). In addition, a foreign citizen shall present his/her (valid) migration card and a document certifying his/her right of residence (stay) in the territory of the Republic of Albania (visa, residence permit, temporary residence permit).

3.04 All documents that can prove the customer’s or his/her representative’s identity have to be valid at the moment of presenting them. In accordance with article 39 of “The identification of casino customers and the verification of their identity”, Customer or customer’s representative with an expired document that can prove his identity, migration card and/or document that according to Albanian legislation proves the foreign citizen’s or stateless person’s right of residence (stay) in the territory of the Republic of Albania are not serviced.

3.05 Before the beginning of gambling, customer must get acquainted with this Policy, GRAND CASINO TIRANA Casino Gambling Rules, GRAND CASINO TIRANA Casino Betting and Payout Rules, hereinafter referred to as the Casino Rules, Rules of Car Parking Lot and Fire Safety Rules.

3.06 When entering the gambling venue, a visitor shall pass through a metal detector, let the handheld luggage to be inspected by metal detector and/or x-ray machine, as well as, upon request of a security officer, shall open his/her bag, business case etc.

3.07 In the territory of the gambling venue, he/she shall comply with the Casino Rules, common rules of public conduct, virtues, morals and ethics.

3.08 He/she shall behave reasonably and modestly, not disturb public order, not allow for obscene language towards employees, visitors, and partners of the Casino.

3.09 He/she shall keep the territory of the gambling venue clean and tidy and not commit actions, which could disturb calm and rest of other visitors of the Casino.

3.010 He/she shall fully comply with demands of security officers or security service of the gambling venue concerning the remedy of violations of the Casino Rules.

3.011 Upon the Administration’s first request he/she shall voluntarily present his/her main identity document that certifies his/her age, other identity papers stipulated hereby, or information that is necessary for meeting the requirements of anti-legalizing legislation of the Republic of Albania.

3.012 In pursuance of Federal Law no.9917, dated 19.5.2008 “Prevention of money laundering and Financing of terrorism in the games of chance activity” in case of changes in the data from the documents proving the identity, namely:
a) Name, surname and father’s name (unless otherwise specified in the law or national norm)
b) Citizenship
c) Details of documents that can prove the identity: title, serial number, date of issue, name of authority issuing the document, office code (if any)
d) Details of migration card: serial number of the card, date of start and end of the residence.
e) details of document that proves the foreign citizen’s or stateless person’s right of residence (stay) in the territory of the Republic of Albania, serial number of the document, the start date of the right of residence (stay), the end date of the right of residence (stay)
f) Information (address) on the registration at the place of residence and the actual place of residence (stay), the customer has to inform Front Office (Reception Desk) about it when visiting Casino next time for purposes of information update.

4.0 RIGHTS OF GAMBLING VENUE VISITORS

4.01 Casino visitors are entitled to use gambling services on the territory of the gambling venue accessible without restrictions (after registration and identification), as well as other services related to the games (catering, accommodation/temporary stay, entertainment events etc.)

4.02 A visitor of the gambling venue is entitled to appeal to the Casino Administration against actions of the Casino's employees or actions of the Casino's security service after he fulfils all their requirements.

4.03 A Casino’s visitor is entitled to apply for clarification of any situation or disputed issue, arising in the course of provision of gambling services, to the members of the Casino’s management who are present in the gamblers’ service area.

5.0 LIST OF REASONS OF DENIED ACCESS OF VISITORS TO THE GAMBLING VENUE AREA

5.01 A visitor of the gambling venue is entitled to appeal to the Casino Administration against actions of the Casino's employees or actions of the Casino's security service after he fulfils all their requirements.

5.02 A visitor’s refusal from identification (registration) in the Casino or utilization of other patron’s card to gain the access to the Casino. In the latter case, the card will be seized.

5.03 A visitor is underage of 21

5.04 A visitor is wearing dirty or stained clothes/shoes, sportswear, beachwear/beach footwear, industrial clothing, military, camouflage or another uniform, clothes with inscriptions and illustrations containing abusive/explicit language (including those in foreign languages) or directed at incitement to hatred or enmity diminution of dignity of the person of group of people on the basis of gender, race, nationality, language, origin, religion or social class Administration of Casino has the right to establish special dress code requirements for Casino visitors in accordance with the special event.

5.05 A visitor violates common rules of morality, virtue, and ethics with its appearance and/or behavior or certain actions.

5.06 A visitor has visual characteristics of intoxicated with alcohol, drugs or other toxic substances or has clear and visible mental deviations in his/her behavior, if it suggests that the visitor may be a danger to him/herself or to society.

5.07 A visitor behaves aggressively towards the personnel and/or other visitors of the gambling venue.

5.08 A visitor has visual signs of infective diseases and/or refuses a temperature test or similar passive test.

5.09 A visitor is trying to bring the following prohibited substances, things or objects into the gambling venue:
a) Alive flora and fauna species
b) Alcoholic/soft drinks and/or food
c) Any gaming equipment and/or playing cards.
d) Any kind of firearm, gas, traumatic, and cold weapons regardless of availability of documents granting the right to keep and bear them (except for law enforcement officers and officers of public oversight and monitoring authorities who have service weapons and are present in the Casino on duty), as well as their mockups.
e) Non-lethal weapons (pepper-spray projectiles, electroshock weapon, air pistols/guns, batons etc.).
f) Photographic and video equipment, notebooks, laptops, electronic scanners and reading devices, other hardware or electronic devices, which purpose cannot be identified from their external characteristics (except for mobile telephones/smartphones).
g) Photo-, video-, and audio-recording facilities (except for law enforcement officers and officers of public oversight and monitoring authorities who carry out photographic, video or audio recording in the Casino while accomplishing their mission and within the scope of their employment/mandate).
h) Any kind of inflammable, explosive, chemical, toxic, radioactive, pyrotechnical, odorous substances or things.
i) Narcotic, toxic, and psychotropic substances.
j) Bulky baggage, big bags, rucksacks, suitcases, sports equipment
k) Any items that according to the opinion of Casino Security officers may harm Casino employees or visitors. 

5.010 A visitor is on the list of persons who are not allowed to the Casino.

5.011 A visitor is on the List of the persons suspected of being involved in extremist and terrorism activity according to the Republic of Albania monitoring system. 

5.012 Other cases stipulated by the Internal Control Policy for Countering the Legalization of Incomes Received through Crime (Money Laundering) and Financing of Terrorism.

5.013 Casino Administration and its representative are entitled to deny attendance at the Casino to any visitor and withhold reasons of such denial. 

5.014 Casino Administration is entitled to close (or to restrict access to) certain premises and/or areas of the Casino at its own discretion.

5.015 Representatives of the law enforcement (controlling) authorities are allowed to the Casino in accordance with the current legislation.

6.0 ACTIONS PROHIBITED IN THE CASINO AREA, AFTER WHICH A VISITOR OR A CUSTOMER HAS TO LEAVE THE CASINO UPON THE ADMINISTRATION’S REQUEST

6.01 A visitor of the gambling venue is entitled to appeal to the Casino Administration against actions of the Casino's employees or actions of the Casino's security service after he fulfils all their requirements.

6.02 Violation of GRAND CASINO TIRANA Casino Gambling Rules, GRAND CASINO TIRANA Casino Betting and Payout Rules. 

6.03 Attempts of conspiracy to commit a crime/fraud with employees or other visitors of the gambling venue in order to gain illegal winnings/income. 

6.04 A visitor’s denial or avoidance of payment of goods purchased by him/her, services rendered to him/her, works performed. 

6.05 Defacement of property of the gambling venue or other visitors (including cash, chips, TITO tickets etc.) or attempts to gain them illegally. 

6.06 Any aggressive or abusive acts, obscenities towards employees of the gambling venue, other visitors.

6.07 Begging, extortion. 

6.08 Playing at reserved tables or slot machines. 

6.09 Refusal to comply with or disregard of any internal Casino Rules, as well as demands of the Administration of the gambling venue to follow them. 

6.010 Attempts to interfere with operation of or disable the Casino’s gaming equipment. 

6.011 Usage of the Casino’s gaming and other equipment other than intended. 

6.012 Attempts to use fake internal exchange items (chips, cards, notes) or internal exchange items of other gambling venues for play. 

6.013 Attempts to record photos, video and audio in the territory of the gambling venue with the use of any technical means, including mobile communication means, without the permission of the Casino Administration (except for recording made by law enforcement and state supervision and inspection authorities while being on duty and within the scope of their employment). 

6.014 Use of narcotic, toxic, and psychotropic substances and agents in the territory of the gambling venue. 

6.015 Attempts to enter the Casino’s service facilities, including entering the building through staff entrances, or entering the hotel rooms level while not being the hotel guest.

7.0 MISCELLANEOUS 

7.01 A visitor of the gambling venue is entitled to appeal to the Casino Administration against actions of the Casino's employees or actions of the Casino's security service after he fulfils all their requirements.

7.02 In case of destruction of, damage to, or other deterioration of the equipment of property of the gambling venue by a visitor, the Casino Administration is entitled to demand from the guilty persons to compensate losses fully in accordance with current civil legislation of the Republic of Albania. 

7.03 In order to record photos, video, and audio in the territory of the gambling venue with the use of any technical means, including mobile communication means, it is necessary to get a prior permission to the Casino Administration. 

7.04 In case of occurrence of any situations in the territory of the gambling venue, which resolution requires intermediation of the Casino’s security officers or security service, the latter may apply adequate enforcement actions within their mandate, as well as within the limits of justifiable defense and extreme necessity. 

7.05 The representatives of the Casino Administration may urge any visitor or customer who violates this Policy to leave the Casino’s territory immediately. 

7.06 Ambulance cars, emergency response teams, fire teams, which have arrived to render assistance, are allowed to the Casino’s territory, accompanied by security officers. 

7.07 The Casino does not assume obligations for preservation of and does not bear liability for loss of the visitors' belongings left without attendance in the territory of the gambling venue (including smartphones left for charging). However, the Casino will use all opportunities and take all legal available measures to assist the investigation of such cases and to help law enforcement authorities. 

7.08 The checked-in belongings may be returned to a visitor only upon presentation of a cloakroom ticket. If the ticket is lost, Casino takes no responsibility for the belongings left at the cloakroom and these belongings are returned in the presence of a representative of the Casino Administration upon presentation of documents proving the visitor's identity and a verbal description of the checked-in belongings. Casino takes no responsibility for the money, valuables and other items left in the pockets or elsewhere in the checked-in clothes. The belongings that were left by visitors are registered and kept by the Casino within three months. 

7.09 Video and audio surveillance is in place throughout the Casino to ensure safety of the guests and staff of the Casino. 

7.010 Adjustment of business hours may occur in the case of emergency, including, more specifically, natural disasters, health concerns, fires, mass unrest, strikes, hostilities (regardless of whether a war has been officially announced), acts of terrorism, terrorism threat, criminal acts (omissions), international or internal sanctions imposed by legislative or individual acts of public or administrative authorities of the Republic of Albania, other events and circumstances preventing the operation of the gambling venue.
